Buying a beach house on the Mornington Peninsula: what to check

Overlays, erosion, bushfire ratings, septic systems, letting rules and land tax — the due diligence that matters on a coastal second home.

A beach house is an emotional purchase. These are the unemotional checks.

1. Planning overlays

Look the address up on VicPlan. On the Peninsula the ones that matter most are the Bushfire Management Overlay, the Erosion Management Overlay, the Vegetation Protection Overlay and, in low-lying areas, Land Subject to Inundation. Overlays can restrict extensions, tree removal and rebuilding, and affect insurance.

2. Coast and cliff

Cliff-top and dune-front blocks are spectacular and the most exposed. Ask what the Section 32 and the Shire say about erosion and coastal hazard, and get advice before you plan to build.

3. Bushfire

Much of the southern Peninsula is bush-backed. A new home or major extension in a bushfire-prone area needs a Bushfire Attack Level (BAL) assessment, which drives building cost.

4. Sewer or septic

Parts of the Peninsula are still not on mains sewer. A septic system needs maintenance, a permit for changes and an inspection before you buy.

5. Letting it out

If you plan to rent it to holiday-makers, check the Shire's short-stay registration rules and allow for Victoria's 7.5 per cent short-stay levy (from 1 January 2025), management fees and cleaning. Many owners do summer holiday lets and a winter lease. You can list it on REMP free as a holiday rental with your own booking link.

6. Holding costs

A second home pays land tax above the threshold, Shire rates, insurance and maintenance — salt air is hard on everything. Budget for it before you bid.

7. Visit in winter

See it on a cold July weekend: the wind, the light, which neighbours are there all year, and how long the drive takes.
